County Administrator (Part Time)



 Williams County Commissioners’ Office is seeking a qualified individual for the part time position of County Administrator.  Under administrative direction, supervises and directs the activities of the affairs of the divisions of county government under the control or jurisdiction of the board (e.g., evaluates the organization, administration, and services offered by the county departments under the jurisdiction of the board and recommends policy and procedure changes to the board; formulates and administers county policy; etc.); assists in the administration, enforcement, and execution of the policies and resolutions of the board; manages routine operations of commissioners’ office; contracts on behalf of the board within limits provided by a resolution of the board provided that the resolution authorizing such actions shall also specify the types of contracts on which the county administrator may act without further resolution of the board; assists board of commissioners in planning, developing, coordinating, and implementing programs, projects, and activities (e.g., assists with writing bid specifications and selecting best proposals as necessary; advises board of commissioners or department head on project status; visits job sites as necessary to advise on progress; etc.); performs any or all personnel functions otherwise conferred or incumbent upon the board under Chapter 124 or any other section of the Ohio Revised Code, provided the board, by resolution, has delegated the specific functions to the county administrator); negotiates and administers collective bargaining agreements under policies established by the board; supervises and directs assigned staff (e.g., assigns work, grants leave requests, approves time sheets, evaluates employees and consults with board on final evaluation and any pay adjustments, effectively recommends discipline, etc.); Keeps the Board fully advised on the financial conditions of the County; participates in the development of the annual budget for the County; directs financial management of County funds; recommends general fund expenditures including liability insurance, hospitalization, unemployment compensation, wages and benefits; determines the need and financial capability for capital improvement projects; keep the board fully advised on the financial conditions of the county, preparing and submitting a budget for the next fiscal year; tracks number and type of projects, time frames, budgets, goals and objectives, etc.; ensures projects proceed within approved time frames and budgets;

Qualifications include Bachelor’s degree in public administration, business administration, management, or specialized field relevant to position plus five (5) years management or supervisory experience, and a minimum of three (3) years’ experience in public administration or finance with progressive levels of responsibility, preferably in public sector with experience with financial software systems, or any equivalent combination of education and experience and valid driver’s license.
