Fulton County Grand Jury Hands Down 13 Indictments


On November 21, 2022, the Fulton County Grand Jury considered indictments charging individuals with Fulton County crimes, according to the Fulton County Prosecuting Attorney’s Office.

Stacey L. Maness, age 36, of Wauseon, OH, was indicted on one count of Receiving Stolen Property. On or about October 17, 2022, she allegedly received a motor vehicle, knowing it was obtained through theft. 22CR103.

Melissa S. Bellmann, age 38, of Defiance, OH, was indicted on one count of Possession of a Fentanyl-Related Compound. On or about May 23, 2022, she allegedly possessed Fentanyl. 22CR118.

Jacob E. Olson, age 31, of Wauseon, 0H, was indicted on one count of Possession of a Fentanyl-Related Compound. On or about September 29, 2022, he allegedly possessed a combination of Fentanyl and Methamphetamine. 22CR123.

Joshua D. Ball, age 42, of Archbold, OH, was indicted on one count of Aggravated Possession of Drugs. On or about August 29, 2022, he allegedly possessed Methamphetamine. 22CR119.

Devan J. Beacham, age 28, of Toledo, OH, was indicted on one count of Improperly Handling Firearms in a Motor Vehicle and one count of Operating a Vehicle While Intoxicated. On or about October 30, 2022, he allegedly operated a vehicle and transported a loaded handgun in said vehicle while under the influence of alcohol. 22CR120.

Brooke J. Werder, age 28, of Wauseon, OH, was indicted on one count of Aggravated Possession of Drugs, one count of Possession of a Fentanyl-Related Compound, one count of Having Weapons While Under Disability, and one count of Unlawful Possession of Dangerous Ordnance. On or about August 28, 2022, he allegedly possessed Methamphetamine and a Fentanyl-Related Compound. He also allegedly acquired, had, carried, or used a firearm while under disability as provided in section 2923.14 of the Revised Code. He also allegedly acquired, had, carried, or used a dangerous ordnance. 22CR116.

Devon A. Harris, age 28, of Wauseon, OH, was indicted on one count of Possession of a Fentanyl-Related Compound. On or about April 19, 2022, he allegedly possessed a Fentanyl-Related Compound or a substance that contained a Fentanyl-Related Compound. 22CR114.

Kevin L. Demeter, age 36, of Archbold, OH, was indicted on three counts of Theft and two counts of Misuse of Credit Cards. On or about March 23, 2022 to March 26, 2022, he allegedly exerted control over a credit card without the consent of the owner, and allegedly used it knowing it was obtained in violation of law. On or about April 9, 2022, he allegedly deprived the owner of a diamond ring. On or about June 26, 2022, he allegedly exerted control over a credit card without the consent of the owner, who is an elderly person, and he allegedly used it in one or more transactions totaling $1,000 or more but less than $7,500. 22CR122.

Jason D. Rutledge, age 48, of Swanton, OH, was indicted on one count of Trespass in a Habitation When a Person is Present or Likely to be Present. On or about November 13, 2022, he allegedly trespassed in a habitation when any person other than an accomplice was present or likely to be present. 22CR112.

Heather J. Cadwell, age 47, of Stryker, OH, was indicted on one count of Grand Theft. On or about May 1, 2021 to the month of April, 2022, she allegedly deprived the owners of cash without their consent, valued at $7,500 or more but less than $150,000. 22CR115.

Speed M. Miller, age 26, of Detroit, MI, was indicted on one count of Breaking and Entering and one count of Theft. On or about July 13, 2021, he allegedly trespassed on the land of another and allegedly deprived the owner of horses, valued at $1,000 or more but less than $7,500. 22CR113.

Kevin D. Ridgway, age 46, of Bryan, OH, was indicted on one count of Having Weapons While Under Disability. On or about November 4, 2022, he allegedly acquired, had, carried, or used a firearm while under disability as provided in section 2923.14 of the Revised Code. 22CR121.

John E. McCravey, age 51, of Swanton, OH, was indicted on one count of Possession of Cocaine, one count of Trafficking in Cocaine, one count of Trafficking in Marijuana, and one count of Having Weapons While Under Disability. On or about November 18, 2022, he allegedly possessed cocaine and allegedly prepared for shipment, shipped, transported, delivered, prepared for distribution, or distributed Cocaine and Marijuana when he allegedly had reasonable cause to believe that the controlled substances were intended for sale or resale. He also allegedly acquired, had, carried, or used a firearm while under disability as provided in section 2923.14 of the Revised Code. 220R117.

It should be noted that an indictment is merely an accusation, and that all criminal defendants are presumed innocent until and unless proven guilty.
